A Japanese police saw a foreigner acting strange and tell him: “私は警察官です、ここで何をしているのですか” – meaning “I am a police, what are you doing here?”

So the wrong thing here is the Japanese police talks to the foreigner in Japanese without confirming if he understands, or talk to him in English first. In the original case, the police was fake, he knew that this foreigner is a famous person in Japan and can speak Japanese fluently. He planned to kidnap him in fake police costume.
